MEIA’s business systems have become inflexible, increasingly fragile,and difficult to adapt to legislative changes.

It's not really clear what is being conveyed here. What does it mean for something to have become increasingly fragile? I could understand this if the systems had become fragile, but I'm not sure what it means that they have become increasingly fragile.

A simpler version will do:
MEIA’s business systems are inflexible, fragile,and difficult to adapt to
legislative changes
